Asaf’s energy and infrastructure practice is focused on oil&gas, renewable energy and public tenders where he advises on a wide range of commercial, corporate, finance and M&A matters.

Asaf’s oil&gas expertise stems from his extensive experience working from London and Tel Aviv on oil&gas commercial and transactional matters in Europe, US, Africa and the Middle East, giving him firsthand knowledge of the sector. Asaf has advised clients on major domestic and international projects in the oil and gas industry, including in relation to asset disposals and acquisitions, financings, unitization, corporate acquisitions, joint operating agreements, farm in agreements, concessions and production sharing contracts, drilling agreements and joint bidding agreements.

Asaf’s renewable energy practice is focused advising on the creation of joint ventures between financiars, sponsors and developers of renewable projects. Asaf has advised some of Israel’s leading energy companies on their renewable ventures including in the US, Europe and the UAE.

Asaf advises on all aspects of public tenders, both on the government side and sponsors’ side and regularly advises tender committees, particularly with respect to infrastructure projects.

 

 

Clients & Deals

  • The partners of the ‘Tamar’ off shore natural gas field including Chevron (Operator), Isramco, Tamar Petroleum, Mubadala Energy, Dor Gas Exploration, Tamar Investment and Everest Infrastructure.
  • Eni, as operator of six off-shore exploration licences awarded by the Israeli government in 2023.
  • Paz Oil Company Ltd., on its renewable energy project in the US.
  • Amazon, on its renewable power purchase arrangements in Israel.
  • Mekorot Water Company, on its international tenders for drilling, design build, pipe laying and construction of desalination facilities.
  • An international oil company on the US$250 acquisition of interests in five gas producing assets onshore Egypt.
  • BNP Paribas, Standard Chartered Bank, Natixis, Societe Generale and ING Bank on an up to US$1 billion project financing with reserve-based elements to one of the partners in the Leviathan gas field, offshore Israel
  • Barclays Capital and HSBC on a $430 million facility made available to Delek and Dor Alon for the development of the Tamar natural gas field.
  • NTA – Metropolitan Mass Transit System, on the Tel-Aviv light railway project.
  • Oil Spill Response Limited (OSRL) on its Subsea Wells Response Project. OSRL is an industry-owned cooperative which exists to respond effectively to oil spills wherever in the world they may occur.
  • An international oil company, on the US$720m disposal of its interests in three producing oil and gas assets onshore North Africa. The transaction (structured as a corporate sale) was conducted via a private tender process.
  • The Phoenix, on its project finance and debt restructuring in respect of multiple transactions and assets across Europe.
  • Skytanking Holding GmbH on its acquisition of the controlling stake in Mercury Aviation (Israel) Ltd., who provides into-plane fueling services in Ben Guiron airport, from Oil Refineries Ltd. and Mercury Air Group Inc.

Past Experience

Prior to joining Epstein Rosenblum Maoz (ERM), Asaf worked in the Projects/Energy group at the London offices of Bryan Cave Leighton Paisner LLP.

Education

  • Bachelor of Laws (LLB) from Tel Aviv University.
  • Completed the University of Dundee’s UK Oil & Gas Law seminar.

Qualifications

  • Admitted to the Israel Bar Association (2007).
